Penalty unit value is set by the Queensland Government each 1 July ($172.70 from 1 July 2026, Penalties and Sentences Regulation amendment SL 2026 No. 46); the council multiplies it by the units in Schedule 3 and rounds down to the whole dollar, as its penalty units page does. Checked October 2026.

Units used (Schedule 3): 0.67 units x $172.70 = $115 (overstay s106(1)(b), no payment s106(1)(a)); 0.8 units = $138 (loading zone, rule 179(1)); 1 unit = $172 (driveway rule 198(2), footpath/nature strip rule 197(1)); 1.25 units = $215 (No Stopping rule 167, and the Part 12 catch-all); 4 units = $690 (people with disabilities parking sign, rule 203(1)).

No Parking sign: Schedule 3 has no line for it by name, so the $215 shown is the Part 12 catch-all of 1.25 units for other parking offences in Part 12 of the Road Rules. Treat as the schedule's catch-all reading, not a named line.

Other Schedule 3 amounts: yellow edge line 1.5 units ($259), bus zone 1.5 units ($259), clearway 1.25 units ($215), heavy or long vehicle over 1 hour 1.5 units ($259), parking outside a bay 0.8 units ($138).

Who fines you

Council parking officers on foot and in ParkSafe cars. Notices are issued by the City, not by police.

How to pay

  • Online through the council payment portal (the link depends on the first two digits of the notice number)
  • BPAY, biller code 575324, using the PIN as the reference
  • By phone 24/7 on 1300 886 841
  • By cheque or card at a customer service centre (no cash)
  • Instalments for fines of $200 or more, with an initial payment of at least $60

If you pay late

  1. 28 days to act.

Pay, request a review, nominate the driver, or elect to go to court.

  2. The reminder.

After the deadline a reminder notice arrives with a fee.

  3. Enforcement.

Unpaid fines can be referred to SPER, which may add fees. If you miss an approved instalment plan, SPER enforces the debt.

An unpaid $115 overstay keeps growing, and ends with your licence or registration on the line. Pay it, or dispute it, inside the first 28 days.

Disputing a fine

Apply for a parking fine review through the City if you think the fine was an error or there were exceptional circumstances. Only the registered owner can nominate another driver, with a statutory declaration. You can also ask for a Magistrates Court hearing.

Reviews that succeed usually have evidence:

  • Photos of the signs, markings and where you parked
  • A copy of a valid permit or paid session receipt
  • Medical certificate or police report for exceptional circumstances
  • Statutory declaration naming the driver if it was not you

Not getting one

  • Read the sign where you park, not the one across the road. In a timed area, moving to another spot within the same area does not reset the clock. See how to read Gold Coast parking signs.
  • Tap I parked here on Rangr Dangr and set a 2P timer. If a neighbour reports an officer near your car, your phone buzzes.
